When a project counts as a new well
One frequent situation is new construction: a house is planned or already being framed, and there is no municipal water connection available at the site. Others include buying rural acreage with no existing water source, adding water to a barn or workshop, or replacing a hauled-water arrangement with a permanent supply.
If a well already exists but is no longer doing its job, that is usually treated as a replacement well or a service request rather than a new well.
